Closed Circuit Television (CCTV) System Standard
1. Introduction
The University of Leeds uses closed circuit television (CCTV) images to reduce crime and monitor its property, in order to provide a safe and secure environment for students, staff and visitors, and to prevent the loss or damage of University property.
The University's Policy on Data Protection (http://campus.leeds.ac.uk/dpa/code.htm) governs the use of CCTV equipment within the University of Leeds. This document provides guidelines for managing CCTV installations in accordance with that policy.

Pre-CCTV Installation Steps
Before CCTV is installed and used on University premises, the following steps must be taken:
- An assessment is to be carried out to confirm that the CCTV installation will meet the criteria listed above;
- an assessment is to be carried out to choose and justify the most appropriate option between time-lapse, real-time or movement activated recording;
- it must be decided whether it is necessary for the system to be operational at all times, or whether its use can be restricted to certain times of the day/night, or when the University is open or closed;
- once the design is known, each proposed installation is to be fully documented;
- a named member of staff is to be made responsible for each installation and their details recorded and kept up to date in the installation documentation.
